That means 1,696 providers (25%) have only partially installed STIR/SHAKEN, while 2,909 (31%) haven’t implemented it at all—an increase from 2,567 in 2024.
The organization says:
“We certainly expected to be in better shape than this in 2025. But the number of phone companies that have implemented robocall-fighting technology and procedures on their entire phone network has somehow actually dropped in the last year.”
AI Scam Calls
Another issue is the rise of voice-cloning scams, which mimic a voice that sounds like a call recipient’s friend or family member. The fake voice, generated by AI audio, asks them to send emergency cash or give up personal financial details.
Then there are ‘vishing’ calls, which have increased by 442% this year. These use social engineering techniques designed to trick someone into handing over their data. Research shows Brazil and South Korea are among the top countries plagued by this type of scam.
SIM Swapping Scams
If things couldn’t get any worse, consumers also have to worry about the SIM swapping scam, in which a fraudster transfers someone’s phone number to another device without their permission. This allows the scammer to read text messages sent to the person’s phone number, potentially accessing sensitive financial information.
While SIM swapping scams primarily target people with prepaid or post-paid cell plans, they can happen to anyone.
